  • Qualifications To qualify for a waiver of the mandatory training requirements established by the Michigan Sheriffs' Coordinating and Training Council under the authority of the Local Corrections Training Act (Mich PA 125 of 2003), an individual must meet all of the requirements in one of the following categories:

    Previously Michigan Certified A certified Michigan Local Corrections Officer would not be required to complete the Written Exam for Corrections Officers, the Local Corrections Officer Physical Abilities Test (LCOPAT), or a mental evaluation before being re-hired as a Local Corrections Officer, as long as all of the following requirements are met:
    1. They have retired, resigned, or been laid off within the past twenty-four (24) months from a County Sheriff’s Office within this state under circumstances that would qualify the person for employment in Michigan as a Local Corrections Officer.

    2. They can provide verification of completion of the annual 20 hour In-Service Training requirement during the time they were employed by a Michigan County Sheriff’s Office, or 20 hours of annual training during the time following their retirement or resignation.

    3. They meet the remaining Minimum Hiring Standards and requirements established by all of the following:

      1. Public Act 125 of 2003,

      2. The Michigan Sheriffs’ Coordinating and Training Council (Council)

      3. If hired as a Corrections Officer in a Michigan County Sheriff’s Office prior to January 1, 2005, provide verification of being included on a “grandfather” list submitted to the Council by a County Sheriff’s Office (Public Act 125 of 2003, as required by Section 12)

      4. If hired as a Corrections Officer after January 1, 2005, provide verification of completion of the Michigan Local Corrections Officers Academy (Public Act 125 of 2003, as required by Section 13 and established by the Council)

      5. The applicant completes and submits a Recognition of Prior Training and Experience Application Form to the Council for review.

    Note: If a person does not meet all of the requirements in 1, 2, and 3 listed above, that person would then have to meet all of the requirements listed below, entitled “After the Twenty-four (24) Month Period has Passed.”
    After the Twenty-Four (24) Month Period has Passed
    After twenty-four (24) months have passed from the date of retirement, resignation, or being laid off as a Michigan certified Local Corrections Officer, the person would then have to meet all of the following requirements in order to be rehired as a Local Corrections Officer in this state:
    1. The Minimum Hiring Standards in effect at the time of application for re-hire, which would include:
      1. Successful completion of the Written Exam for Corrections Officers;

      2. Successful completion of the Local Corrections Officer Physical Abilities Test (LCOPAT); and,

      3. After a conditional offer of employment, a mental evaluation conducted by a licensed health care professional.

    2. Provide verification that retirement and/or resignation from an agency were under circumstances that would qualify that person for employment in Michigan as a Local Corrections Officer.

    3. Complete the 96 hour Re-Entry/Core Training curriculum approved by the Council.
    Transfers From Michigan County to Michigan County
    If a Michigan certified Local Corrections Officer transfers from one Michigan County Sheriff’s Office to another Michigan County Sheriff’s Office, they are not subject to the provisions listed above, as long the following requirements are met:
    1. They maintain and can verify their certification requirements, and

    2. Can verify meeting the Minimum Hiring Standards that were in effect at the time of their original hire date.

    Michigan Pre-Service
    1. Pre-service eligibility is valid for one calendar year from the date of successful completion of the Local Corrections Officer Academy (or, in the case of a military veteran, the 96 hour Re-Entry/Core Training), in at least one of the following categories:

      1. Completion of a 160 hour Local Corrections Officer Academy approved by the Council.

      2. Graduation in an associate or baccalaureate degree program offered by an accredited institution of higher education which incorporates a 160 hour Local Corrections Officer Academy approved by the Council.

      3. If a military veteran, the candidate must provide a copy of their Military Discharge Long Form DD214, which demonstrates corrections experience received in the military which the Council determines is equivalent to the Michigan standard for certification established under the authority of the Local Corrections Officers Training Act (Mich. P.A. 125 of 2003) and must successfully complete the 96 hour Re-Entry/Core Training program.

    2. After one year from the date of successful completion of a Local Corrections Officer Academy (or, in the case of a military veteran, the 96 hour Re-Entry/Core Training), the candidate may maintain pre-service eligibility by demonstrating completion of at least 20 hours of annual in-service training approved by the Council. The required 20 hour annual training will include at least three subject areas and contain no more than 10 hours of firearms training. It will be the candidate’s responsibility to furnish the employer or Council with proof of meeting the annual 20 hour in-service training requirement utilizing the list of Council-approved in-service training topics listed on the Council’s web site.


      NOTE: Once a candidate has been hired by an Agency (full or part time), the candidate must graduate from a Council-approved Local Corrections Officer Academy (or, in the case of a person with prior military service, the 96 hour Re-Entry/Core Training), no later than 12 months from the date of hire. Please review the current minimum standards and requirements that must be met prior to being hired by an Agency.


    Certified Out-of-State Officers
    1. Applicant is a certified local corrections officer in good standing in a state other than Michigan and has acted in that capacity for a minimum of 2080 hours following the date of certification or licensing.

    2. Applicant has completed training recognized by the Council and equivalent to the Michigan standard for certification established under the authority of the Local Corrections Officer Training Act (Mich PA 125 of 2003).

    3. The applicant must meet the current selection and employment standards for Michigan local corrections officers established by PA 125 of 2003 and approved by the Council..

    4. The applicant must complete the 96 hour re-entry/core training that demonstrates knowledge of the corrections system in Michigan.

    5. The applicant has obtained a conditional offer of employment.

    6. The applicant completes and submits a Recognition of Prior Training and Experience Application Form to the Council.

    Michigan Department of Corrections
    1. Applicant is or was a certified Michigan Department of Corrections officer in good standing and has acted in that capacity for a minimum of 2080 hours following date of certification or licensing.

    2. The applicant must meet one of the following criteria:

      1. If the applicant was previously employed as a Michigan Department of Corrections officer for a period of one (1) year and the applicant is re-employed within 12 months of the time they separated from employment as a Michigan Department of Corrections officer.

      2. If the applicant was previously employed as a Michigan Department of Corrections officer for a period of one (1) year but less than five (5) years and the applicant is re-employed within 18 months of the time they separated from employment as a Michigan Department of Corrections officer.

      3. If the applicant was previously employed as a Michigan Department of Corrections officer for a period of more than five (5) years and the applicant is re-employed within 24 months of the time they separated from employment as a Michigan Department of Corrections officer.

    3. Applicant has completed training recognized by the Council and equivalent to the Michigan standard for certification established under the authority of the Local Corrections Officer Training Act (Mich PA 125 of 2003).

    4. The applicant must meet the current selection and employment standards for Michigan Local Corrections Officers established by PA 125 of 2003 and approved by the Council..

    5. The applicant must complete the 96 hour re-entry/core training that demonstrates knowledge of the local corrections system in Michigan.

    6. The applicant has obtained a conditional offer of employment.

    7. The applicant completes and submits a Recognition of Prior Training and Experience Application Form to the Council.

    Licensed Michigan Police Officers
    1. Applicant is or was a licensed Michigan police officer in good standing and has acted in that capacity for a minimum of 2080 hours following date of certification or licensing.

    2. The applicant must meet one of the following criteria:

      1. If the applicant was previously employed as a licensed Michigan Police Officer for a period of one (1) year and the applicant is re-employed within 12 months of the time they separated from employment as a licensed Michigan Police Officer.

      2. If the applicant was previously employed as a licensed Michigan Police Officer for a period of more than one (1) year but less than five (5) years and the applicant is re-employed within 18 months of the time they separated from employment as a licensed Michigan Police Officer.

      3. If the applicant was previously employed as a licensed Michigan Police Officer for a period of more than five (5) years and the applicant is re-employed within 24 months of the time they separated from employment as a licensed Michigan Police Officer.

    3. Applicant has completed training recognized by the Council and equivalent to the Michigan standard for certification established under the authority of the Local Corrections Training Act (Mich PA 125 of2003).

    4. The applicant must meet the current selection and employment standards for Michigan Local Corrections Officers established by PA 125 of 2003 and approved by the Council.

    5. The applicant must complete the 96 hour re-entry/core training that demonstrates knowledge of the corrections system in Michigan.

    6. The applicant completes and submits a Recognition of Prior Training and Experience Application Form to the Council.

    7. The applicant has obtained a conditional offer of employment.


    Prior Military Service
    1. The applicant must provide a copy of their Military Discharge Long Form DD214.

    2. The separation from military service should be under such conditions that qualify the candidate for employment in Michigan as a local corrections officer.

    3. The applicant must demonstrate corrections training received in the military that the Council recognizes as equivalent to the Michigan standard for certification established under the authority of the Local Corrections Officer Training Act (Mich PA 125 of 2003).

    4. The applicant must meet one of the following criteria:
      1. If the applicant was previously employed in the United States Military in a corrections capacity for a period of one (1) year and the applicant is re-employed within 12 months of the time they separated from service in the United States Military.

      2. If the applicant was previously employed in the United States Military in a corrections capacity for a period of more than one (1) year but less than five (5) years and the applicant is re-employed within 18 months of the time they separated from service in the United States Military.

      3. If the applicant was previously employed in the United States Military in a corrections capacity for a period of more than five (5) years and the applicant is re-employed within 24 months of the time they separated from service in the United States Military.


    5. The applicant must meet all current selection and employment standards for Michigan Local Corrections Officers established by PA 125 of 2003 and approved by the Council.

    6. The applicant must complete the 96 hour Re-Entry/Core Training that demonstrates knowledge of the corrections system in Michigan.

    7. The applicant has obtained a conditional offer of employment.

    8. The applicant completes and submits a Recognition of Prior Training and Experience Application Form.


    Application Requirements Applicants for Recognition of Prior Training and Experience are required to complete and submit an application packet to the Michigan Sheriffs’ Coordinating and Training Council (Council). The application packet may be mailed, emailed (khile@msctc.org) or faxed (517-999-0121). The Council reserves the right to request original copies of any submitted application documents.

    The application packet submitted to the Council MUST contain:

    1. The completed Recognition of Prior Training and Experience Form.

    2. Certificate(s) demonstrating successful completion of Local Corrections Officer training (individuals employed as a local corrections officer prior to January 1, 2005, will need to provide proof of certification achieved prior to January 1, 2005.).

    3. Written documentation verifying previous employment as a certified Local Corrections Officer on Agency letterhead, including dates of employment and responsibilities. If employed by more than one county, a letter from each county must be submitted.
      *Applicants with previous military experience must provide a copy of their Military Discharge Long Form DD214.


    Application Review and Notification The Council will review all applications submitted. After the review process is completed, the Council will notify the applicant regarding the status of the application.

    Appeal of Council Decision In the event an application for Recognition of Prior Training and Experience is denied, the applicant may submit a written appeal to the Council. The Council will consider written appeals on an individual basis.
